Education Reforms

 

·      Provision of free, quality basic education will be the responsibility of our government. It will be mandatory for every child of the age of 4 and above till 18 to attend the school. During the course of this period children will be provided education up till 12^th level, which will be funded by the state. At least 5% of our national GDP will be spent on education with the view to prepare our next generation ready to meet the next challenges. Children will be taught the class syllabus, one basic art and one foreign language.

·      Syllabus will be uniform in throughout the country. Mode of teaching as well as exam will be more of conceptual nature rather than pushing students to learn the lessons by heart.

·      Free Education to the children will be provided by the government including the books, stationary and lunch.

·      School children will be trained for social duties like cleaning of the areas, traffic regulations and first aid. They will also be used to lead the annual tree plantation drives.

·      Every matric pass student will teach one illiterate to enable him to at least read and write in Urdu and basic mathematics.

·      Tight control will be in place on private schools for strict adherence to standards.

·      Only one standard syllabus with English medium will be used for the education at all levels.

·      All big luxury government buildings (PM House, President House, Governor Houses, CM houses, Corps Commander Houses etc.) will be donated as universities and colleges.

·      NGOs like Shahzad Roy's Zindagi Trust, Abdul Sattar Edhi's Foundation, Dr. Asif Mahmood Jah and overseas Pakistanis will be incorporated to provide education on emergency basis.

·      Clearing UK English test (like TOEFL or IELTS) will be a pre requisite every graduate irrespective of which discipline he is in. International (UK) standards will be adhered with to make their language proficiencies acceptable to the international market; students will be given BBC / British Council certificates of proficiency in English.

·      Every graduate will have to learn sufficient day to day language skill of either French or Arabic. International (UK) standards will be adhered with.

·      Every non technical student will undergo compulsory vocational training. Areas like wood craftsmanship, masonry, stitching, electrician, motor mechanics, cleaners (and many more) etc. will be taught to boys. For girls skills like clerks, salesgirls ship, mid-wives, nursing, teaching, baby sitting, knitting, stitching etc. will be arranged.

·      Note. Government will not be micromanaging any of vocational training or language teaching matters. Competent international / national contractors will be given the contract that will be paying the dues to the government in return of license of training and certifying our students.

Energy Policy

Energy - Main Points.  Major reasons of the current energy crisis are the scarce energy resources at hand and the wrong use of of whatever energy is avilable to the state. A clear, all compassing and effective energy policy is required to ensure the judicious use of the available energy as well as to explore more sources. Our government's energy reforms will be on war footings which will match with the requirement of the masses:

·      Ensurring self reliance on our own produced with minimum reliance on imported one.

·      Judicious use of existing resources with correct prioritization e.g. for industries etc.

·      Exploration of new energy reserves on emergency basis with the help of China, Iran etc. 

·      Quick initiation of large number of small and large dams aspower as well as water projects.

Steps to be Taken. Energy revolution will be realized using short, medium and long term measures. Steps will be taken to make our beautiful land fully energy independent. We aim not only to be self reliant in energy needs but also be importing electricity and gas to regional friends.

·      Petroleum import will be reduced to minimum immediately to reduce the trade deficit and minimize external reliance. Essential petroleum needs will be fulfilled by local production.

·      Pakistan has 5^th largest coal reserves in the world which can be used to produce cheap electricity enough for our usage. However only less than 1% of electricity produced in our country is using coal. Our coal is of good quality and latest studies have shown that we have enough coal to produce 50000MW for next 500 years. Moreover this coal can also producde million barrels of diesel which will end our reliance on imported petroleum. All petroleum based electricity generators and industry will be converted to coal.

·      No red-tape, no political hinderances, no delays, construction of 100 small 50MW hydroelectric dams will be started without any delay. NGOs and friendly countries will be invited to join and finance the projects.

·      Ten big water reservoirs will be built on all major rivers of our country. These dams along with a network of canals and other water irrigation facilities will help us to extend water to the farm lands across the country to bring a green revolution across the country. This will help our increased cultivated lands as a result of land reforms.

·      Coal reserves electricity production projects will be started forthwith. Instead of wasting time on the construction of big plants, several smaller plants will built on war footings for quick addition to national grid. Chinese will be asked to help us on revolutionary basis as they contructed their monuments in the wake of their revolution. Also ME and Iranian companies will be given contracts on war footings.

·      We have no doubt that our country has huge energy resources. Heavy investment will be invited through quick and transparent bidding process for the exploration of oil, gas and coal reserves.

Defence Policy

  ·   Our armed forces are the pride of the nation which has come to the rescue of the nation in every time of crisis. We give full respect and acknowledge their participation in the nation building process. We have the 7^th largest standing army which is only army in the Muslim world to possess nuclear arsenal. Our army is professional, capable and patriotic beyond doubt.

·     Our defence industry is strong, diverse and modern. It not only fulfills our local army requirement but I also a source of earning foreign exchange for the country. We produce our own jet fighters (JF-17), main battle tank (Al-Khalid), Armored Personnel Carrier (Talha), small arms, ammunition and many more.

·     Our government will maintain friendly, warm and strong relations with the neighboring countries. However, our national integrity, sovereignty as well as our ideological and geographical borders will be safeguarded at all cost. Full conventional and non conventional defence capability will be maintained.

·     We aim to build healthy relations with all nations of the world. These relations will be on equal and friendly basis which should serve the interests of both sides. Talks with any other nation will be open to public through media. The advantage which our geo-strategic location gives us will be fully exploited.

·     We need to invest more on the education and less on arms. Defence spending will be slowly reduced. Initially by channelizing army's human and equipment resources to economical projects.

·     Defence forces will be employed to establish one cadet college, one medical college and one technical college in every new city. These educational institutes will be managed in existing buildings. Volunteer teachers, retired people and civil society will be running these institutions voluntarily.

·     Our border with Afghanistan will be fenced. This may also require slight re alignment of Durand line which will be done on give and take basis to avoid porous and rugged border fence.

·     Friendly stance will be kept with India to bring revolutionary changes in our economic ties. This will help us in the longer run to cut the defense budget by 50%.

Accountability Policy

·       Pakistan has been looted by the corrupt leaders as well as all who have the say in the corridor of power. Payback time is here!!!! Poor has been suffering at the hands of these powerful, rich who have left the weak with nothing to survive.

·      Our national wealth counting more than 1000 billion USD have been written off and looted. This money has been saved in the foreign bank accounts of our so called leader.

·      Accountability process will be initiated forthwith. A thorough list of such culprits will be made and a general warning will be issued to all those who have illegally acquired public money. This will include all corruption money and unreturned bank loans.

·       An account number will be made announced and 72 hours will be given to the corrupt as well as defaulters to return all money back in that account. Those who return all money will be allowed to live like normal citizens in our homeland.

·       Those failed to return the money will be dealt with iron hands and no mercy will be shown. Their and their family assets will be sold and they will be jailed for the rest of their lives. They will not given the benefit of doubt.

·       The money received this way will be used to free our economy off the external donors and to fund Mega projects.

·       A strong and powerful accountability mechanism will be established to deter any body from looting the public money in future.

War on Terror

Madrassa system is one of the biggest NGOs of Pakistan. Free education is provided to the poor children along with accommodation and meals. Majority of the madrassas around the country are doing a wonderful job. However, major disadvantage remains of the students qualified from there often fail to integrate in the main stream and hence could not rise in their future endeavors.  Moreover very few of these institutes are spreading the teachings of violence and extremism. This will not be tolerated.

·         There is an urgent need to review the policy on war on terror. We have lost thousands of innocent lives and billions of USD the fight against terrorism. No foreign country will be allowed to pressurize in our stance on war on terror. No more drone attacks, no more bullying from any country will be accepted.

·         All fighting groups will be given 7 days of time to leave the weapons and hand themselves to the newly formed government. Full chance will be provided to them to be part of the normal society.

·         Thousands of innocent citizens of Pakistan have been killed by the terrorists yet no terrorists or their leaders have been capture and punished by our judicial system. Therefore limited martial law will be enforced in the KP and the tribal belt under which military courts will be established for speedy trials. Punishments will be given and announced in media to create deterrence.

·         Witnesses, informers, prosecutors and judges will be given full constitutional cover along with heavy incentive.

·         In no way export of terrorism will be allowed to any country. Other countries will be asked to reciprocate in the same manner.

·         Madrassa syllabus will be revised to remove those teachings of extremism and terrorism. Other subjects like include literature, science, arts will also be included in their syllabus. Qualified madrassa students will be required to study in public schools after they are done with religious studies. They will be given admission in intermediate classes for other studies.

·         Any person affiliated with any madrassa system if found involved in spreading extremism or sectarianism will be punished along with his highest religious leader.

·         Thorough de-weaponisation campaign will be launched. No one will be allowed to keep any weapon of any sort. Private arms and ammunition will be kept in central kotes held in police stations.

·         With our borders with Afghanistan fenced, our tribal areas will be brought in to regular Pakistan territory. Social uplift projects like schools, roads, hospitals will be established with the assistance of NGOs and our friendly countries.

Media Policy

·       Media will be given full independence within the working perimeters decided by the government. Media will be allowed to openly criticize if they observe anything wrong in the government policies. Also media advice will be incorporated in the steps government will be taking.

·       Media can play a very positive role in educating the population. The people need to know what are their duties towards the society as well as what are their rights.

·       Media can teach how the people should be treated by government departments and private companies which providing services in the country. They need to know the consumer rights. A helpline on every city basis will be established where people can complain if they are not treated well by any department / company.

·       Media can also help in educating public with regards to the payment of various taxes. Such as how, where, when and how much to pay the tax. People will be facilitated to the maximum to collect the tax in an efficient manner.

·       Traffic rules, government policies and other rules and regulations can be taught to the people especially the young people to prepare our coming generation to become a better citizen.

·       Our national achievements and important policies will also be communicated to the masses to keep their morale high and the momentum of the revolution alive.

·       Mandatory prime time slots will be allocated for educative quiz programs which can be for school/ college / university students as well as general public.  

·       There will also be informative / research oriented programs such as we have on channels Discovery and National Geographic etc.
